Cancun is preparing to regularize vacation rentals: fines and mandatory registration:

The purpose of the reform is to establish a mandatory public registry for certified providers in Quintana Roo, Mexico. This registry will allow travel experts and tourists to verify that these providers meet all necessary legal and regulatory standards.

The key point to remember is that if a provider is not listed in the registry, it is advisable for tourists to avoid using their services.

The government website is already available here: https://siturq.gob.mx

The PDF document explains the registration process and requirements (link below):

That As part of the implementation of the new tourism development model, established in the Quintana Roo 2030 Sustainable Tourism Master Plan and the New Agreement for the Wellbeing and Development of Quintana Roo, the State Secretariat of Tourism, calls for Tourist Service Providers to register or endorse themselves in the State Registry of Quintana Roo Tourism (RETUR-Q) in the 2024 edition.

The RETUR-Q is the public catalog of tourism service providers in the Caribbean Mexican, through which general information will be available on all that person physical or moral that markets any tourist product or service, in order to provide greater security and confidence for tourists and visitors to the State.
